Core Record Rules
Governing principles for all records on raven·zip

Unique Identifier Mandate
Every record must carry a globally unique identifier (GUID) tied to its primary region of origin. Duplicate entries across community and city scopes are automatically flagged for review.

Region Cascade Compliance
A record validated at the city level is automatically eligible at state and country levels. Manual promotion is required for global scope — admin review is mandatory.

Metadata Completeness Score
Records must achieve a minimum completeness score of 80% across title, summary, region tags, and category fields before appearing in public search results.

Language & Locale Tagging
Records may carry an optional locale tag (e.g., en-IN, hi-IN). If omitted, the system defaults to the region's primary locale based on geography.

Temporal Validity Window
Records without an explicit expiry date are considered perpetually valid. Records flagged as time-limited must include start and end timestamps in ISO 8601 format.
