ClearSignal is for adults documenting digital experiences that may affect safety or wellbeing. A concern might involve advertising, suspicious contact, scams, privacy practices, risky product features, or harmful content.
A concern can be documented without proving intent or wrongdoing. This is an educational and reporting tool, not an emergency service, a law-enforcement system, or a clinical tool.

Before you create this account
A reporter account lets you document a concern and follow it. It does not make anything public.
Only the reporter role is assigned at enrollment. Reviewer and administrator access is granted separately.

What enrollment does not do
It does not submit a report, attach evidence, or set your sharing consent. Those steps happen later, on each report you choose to create.
Reports and evidence you submit are private by default. They are visible only to you and to the reviewer assigned to your report.
Nothing is published automatically. Submitting a concern never places anything in the public library on its own.
A summary reaches the public library only when all three of the following conditions are met, in this order.
Not an emergency service.
Not a law-enforcement system.
Not a clinical tool.
Not a way to monitor a child.
A report documents a concern. It does not prove that wrongdoing occurred, and it does not by itself lead to any legal or safety determination.
ClearSignal does not make automatic decisions about a report. Reviewers and administrators read what you document before any outcome is recorded.
An account is only needed to file and manage a report — reading approved summaries needs no account.
