Yes! I was exploring there during the Rainstorm event. The lightning flashes lit up the whole map.

I completed the Wind Chaser quest right in the middle of a storm! Got the Gale Rider badge.

Which quest line unlocks the leaderboard for storm survival? I want to compete in the next cycle.
You need to finish the Tempest Trial series first — at least 3 out of 5 challenges. Then the ranked mode opens up.

Exactly right. Also make sure your avatar has the Weather Resistance perk equipped before entering ranked.
